RESTOULE LOCAL SERVICES BOARD
Since last August’s public meeting introducing the Helipad project, everyone has really stepped up to the plate. In just four months we have nearly reached our goal for initial construction, truly amazing, congratulations to all who made it possible. We have now applied to the Ontario Trillium Foundation for a grant to help with the construction costs. This grant is by no means a sure thing, so please keep those donations coming in to make this a first class facility. A big thank you to Ivan & Margaret Grawbarger for donating the property for this project.
In Feb 2008, the Ministry of Revenue distributed a Provincial Land Tax reform update to property owners, stating the Ont Govt is proceeding with reform of the PLT system to bring the assessment on unincorporated territory properties in line with the rest of Ontario. What will the tax impact be? That is the question! For more information, log on to Restoule website www.restoule.com
Last year LSB became aware that not all area telephones were connected to the 911 system. That situation is now rectified. Please check your phone bill to ensure that you are being charged 19¢ for the 911 service. If you are not billed this 19¢, you are not in the system. If you ever need to make a 911 call, it won’t go through. Please notify an LSB member to correct the situation. When making a 911 call, don’t hang up the phone until advised to do so by the 911 operator.
By law, all properties must have a 911 civic address in order to direct emergency services to the property. You need a 911 civic address sign, call Jean Mohr if you do not have a sign.
The sulphur odour in the well water at the Community Centre is an esthetic situation, not a health problem. The water is tested every two weeks with successful results. We hope to resolve this problem, until then we are using bottled water for drinking at the Centre.
At a public meeting on April 23, property owners were made aware of the proposed 2009-2019 Nipissing forest management plan. For the safety of our citizens, the LSB has concern with a plan to have logging trucks travel community roads and over the village single lane bridge for 10 years. Possible damage to the bridge would limit response for fire and emergency vehicles. The LSB is opposed to the logging proposal that uses any route through the Village of Restoule. Your Fire Chief asks that you bear in mind TWO very important fire issues.
IT’S THE LAW! Ontario Fire Code requires smoke detectors on every level and outside all sleeping areas in your home. The Fire Marshall has zero tolerance on this matter. Please ensure that you add the extra smoke alarms to your home in order to comply with the law.
Brush burning must be done in compliance with MNR burning regulations. Before you burn, it is recommended you contact either Myles or Hal, that way they can advise if burning conditions are satisfactory or if it is too dry to burn. You must also heed MNR regulations when a fire ban is on. Burning regulations are enclosed with this newsletter.
On April 11 & 12, all volunteer firefighters were re-certified on CPR and first aid training.
We have an ongoing job to keep our equipment renewed and also to acquire new equipment to meet Health & Safety standards. Without your donations, this would not be possible. To make a donation, cheques should be made out to the Restoule LSB, with memo indicating Fire Dept.

SUMMER BURNING REGULATIONS - OUTDOOR FIRES
Effective APRIL 1 - OCTOBER 31
No person shall start a fire outdoors unless conditions will allow the fire to burn safely from start to extinguishment.
No person who starts a fire outdoors shall leave the fire without leaving a person in charge of the fire.
No person shall start a fire outdoors during the fire season for the purpose of burning piled wood, brush, leaves or discarded wood by-product unless
- a responsible person is available to tend the fire until it is extinguished
- the material is burned in a single pile less than two metres in diameter and less than two metres high
- the fire is started after 7 pm and extinguished before 7 am
- the fire is at least two metres from any flammable materials, and
- the person tending the fire has tools or water adequate to contain the fire within the fire site
No person shall burn wood, brush, leaves or discarded wood by-products in an incinerator unless the
- incinerator is an enclosed device constructed entirely of non-combustible material
- incinerator is at least five metres from any forest or woodland
- incinerator is at least two metres from any flammable materials, and
- outlet of the incinerator is covered with a screen having a mesh size of not more than 5 millimetres
A person who starts a fire in an incinerator shall ensure that a responsible person monitors the fire until it is extinguished.
No person shall start a fire outdoors during the fire season for the purpose of burning grass or leaf litter - this section does not apply to a person starting the fire on property he or she lawfully occupies if
- the total area to be burned does not exceed one hectare
- a responsible person is available to tend the fire until the fire is extinguished
- the length of the flaming edge does not exceed 30 metres, and
- the person tending the fire has tools or water adequate to contain the fire within the fire site
No person shall start a fire outdoors or in an incinerator within an area declared to be a restricted fire zone even if the conditions set out above are met.
RESTOULE FIREMEN’S AUXILIARY
At our March meeting to organize fundraising events for 2008, it was suggested that we use this opportunity to raise awareness on how much is required to sustain the high calibre of Fire & Medical First Response Service available to all of us, and to pay tribute to those dedicated men and women who make this possible.
Each member of the Emergency Fire Team is a volunteer, as many of us are to keep local groups and associations going. Volunteerism is an essential aspect of life in a small community. Each member of the Emergency Fire Team is available 24-7 to respond to emergencies . They also attend regular weekly practices, maintain and upgrade the fire and medical equipment. They make themselves available to participate in weekend training sessions, sometimes out of community. When there is an emergency call, meals, family occasions and nights of sleep are often interrupted in order to respond as quickly as possible. How reassuring it is for the rest of us to know when emergencies occur there is a well trained response team that arrives quickly to help, knows what to do and takes charge.
In particular, we take our hats off to those who were part of this winter’s heroic rescue of snowmobilers who went through the ice just below Mill Bay on Restoule Lake. A crucial challenging situation was handled with bravery and skill, resulting in a successful outcome. We are very proud of our Emergency Fire Team.
The Auxiliary - through catering and events - has raised funds to contribute to the purchase of equipment needed by the Fire Emergency Service. We were pleased to make a substantial donation to the Helipad project. So when you attend and support an Auxiliary event, know that you support and appreciate the efforts made to bring the best Emergency Service possible to all who live, visit and vacation in or around the community of Restoule.

LSB RECREATION COMMITTEE
The community made good use of the ice rink over the winter. An outdoor rink renewal project is on the agenda and will be completed before the summer. Please remember to keep things tidy in the change hut and turn off the heater and lights when leaving.
Our younger set entertained everyone royally at the Children’s Christmas Concert. Many thanks to Cindi Andersen and Angela Roberts for the organization and many rehearsals to make the concert such a success. Santa showed up with gifts for all the good boys and girls. Thank you to the Restoule Lions and Legion for sponsoring this terrific event.
The Christmas Parade just gets bigger and better and this year was no exception - from flag bearers and fire trucks, Sparky Dalmation and Smoky Bear, Snoopy and the Red Baron, to Santa with his sled and Rudolph! The organizers and all those who participated are to be congratulated. Then came the annual lighting of the Community Christmas tree.
We are looking for volunteers with new ideas for future events for the kids. These events could range from sporting events and tournaments to crafts and plays. If you have ideas to offer, please feel free to contact: Dawn Stripe, 729-1028

RSSHP offers the following services:
- transportation to those in need of medical attention or other necessities, using volunteer drivers from our own community
- a partially subsidized Foot Clinic staffed by VON nurses, held at the Restoule Legion on the first Thursday of each month. We will also pick up and drive any senior unable to get there on their own.

Something Old! Fifteen years ago we signed our first contract with MNR to operate and maintain the site. In Dec 2007 we resigned our fourth 5-year contract. This may be the last contract - we are reaching the limits of the 15-20 year life span granted the site.
Something New! In the near future, you will see a new means of disposing of recyclables at the landfill site. R&D Recycling will provide us with a transportable trailer. The unit is approximately 20×7x8 in size, with divided slots for various recyclables. A platform will be built for easy access to the trailer. When the unit is filled, R&D will remove and replace it with an empty unit.
Good News! R&D Recycling will now accept and remove from site all plastic containers (#s 1 to 7 in the triangle symbol) and all plastic/bubble wraps and sheets. This is in addition to the aluminum (pop) cans, tin cans, cardboard, newspapers and magazines they already take away.
Now it is up to you! Your Committee…and your neighbours…are depending on you to “Reuse, Reduce, Recycle!”
Please dump household garbage well over the edge at the turn-around, do not leave it to collect on the lip of the dumping area. Then we just have to move it again, to make room for others driving in to dispose of their household garbage!
Shared permits are still an issue. People who share permits will lose their dumping privileges. People who share permits are upsetting the fee structure and are selling their neighbours short.
More Good News! Starting this summer the landfill site will be open Canada Day weekend Monday, as well as Civic and Labour Day weekend Mondays.
Permits. Permits are on sale at the gate - $40 Residential, $135 Commercial.
Spring Road Cleanup. Join us and the Restoule Lions on Wed May 7 at 9:00am for road cleanup from the Pentecostal Church to the Landfill site. Please meet at the Community Centre or the Landfill gate for your supplies.

SANTA CLAUS PARADE -and- LIGHTING OF THE CHRISTMAS TREE
Two popular seasonal events the community looks forward to are the Santa Claus Parade, which just gets better every year, and the lighting of the Village Christmas Tree, when suddenly the huge evergreen standing between the two local churches shines out in all its glory.
Two local residents volunteer their services to orchestrate these events. Look to Angela Roberts for information on the Christmas Parade, and to Margaret Hamilton for the tree lighting.

RESTOULE & DISTRICT LIONS CLUB
Highlights of 2007-2008. We would like to thank the people of Restoule for the incredible support they have shown over the years and this year was no different. This was very evident at the Seniors Christmas Turkey Dinner - even when it was too late to cancel because of the worst snowstorm in years, with some roads impassable, yet you were there to make it a success. After dinner, the seniors were treated to the music of Jane Force and the Corner Gospel Singers and of course Santa Claus arrived. Hopefully Santa will get a new belt to keep his pants from falling down.
Although lacking snow, the King & Queen Snow Run was very successful. Over $2000 in donated prizes were up for grabs - best hand, prize board, and silent auction made for a lot of happy participants. A spaghetti supper catered by East Side Mario’s and dance concluded the day. The Winter Carnival was another fun-filled event made even better by homemade pancakes with real maple syrup (thanks to No-Go Farms).
Last fall, with Lion Al Proctor as project manager, the Lions took on the emergency service Helipad Project to be built adjacent to the Community Centre. Again the response from this community was amazing - within months the target was reached. Hopefully, the Trillium Foundation will come through allowing for construction to begin as soon as the ground can be worked.
Your participation in fund-raising activities allows the Lions Club to sponsor local community events and to provide donations to many local and regional projects and charities. Thank you for your support!

SOUTH SHORE/RESTOULE SNOWMOBILE CLUB
Despite the weather being unpredictable - again - permit sales held steady and we had a good year. Winter started early, got us all excited, and then eased off in January. Snow continued to be thin in spots, swamps stayed spongy, making grooming difficult but we plodded on, eager enthusiasts that we all are.
Two bridges were repaired last season. Bruce Wain and crew repaired one of them (which the high water promptly moved off its footings). The club is organizing funding to repair this bridge, get it back where it belongs, plank a bridge in another area, reroute a trail near Hunter’s Bay and hire an excavator to improve another trail.
Club events included a Silent Auction & Dance at Highview Golf Course as well as a Rider Appreciation Day at Charlie’s Corner. The Snow Run in Restoule in January was a success. Thanks to our generous sponsors, the prizes at the stops and the silent auction were a big hit. The dinner organized by Monte Cotter and crew was well attended, not only by snowmobilers but Restoule residents as well. Where else can you get a roast beef dinner for that price!
Several 2008-09 fundraisers are in the planning stage but will certainly include the annual Snow Run in Restoule and a Silent Auction & Dance in the Fall (just having trouble fitting this around hunting season…!) Watch for further events, or check with Bunny Tucker at 752-5360.
Thanks go out to the landowners who allow us to cross their property for without these great people, none of this could happen. Also to our faithful volunteers - give a High 5 to Bruce Wain, Hal Hamilton, Monte Cotter, Wayne Hamilton, Bob Toman, Bill Whittington, Pat Nealon, Rod Dugas and Allan Barber.

The winter snows bypassed us again, something like last year, and we did not get to see as many of our snowmobiling friends as in past years. Our Friday Pizza Nights were well attended. Now Spring has finally sprung and the patio canopy is up, so drop by for a beverage, share some comradeship and enjoy the weather.
The Legion conducts many activities designed to bring enjoyment to veterans, seniors, youth, members and non-members alike. We offer a busy events calendar of cards (cribbage, euchre, bridge), darts, pool and horseshoe tournaments and game evenings. There is always room for anyone looking for friendly and fun times.
Seniors are an important part of our community and we try to offer services specific to them. The date for the monthly foot clinic is the first Thursday of each month, with a qualified nurse to address seniors’ foot care. A Seniors lunch is provided the last Wednesday of each month, except the summer months of June, July and August. It is important to realize all the services we provide result from our volunteer labour. If anyone can offer assistance, it would be greatly appreciated.

AFTERNOON EUCHRE IN RESTOULE
Tuesday afternoon Euchre Games are going well at Restoule Community Centre. Take a break from whatever you are doing and come and join us. Everyone is welcome, including summer and winter tourists. Proceeds go to Cedar Grove Cemetery, to help with maintenance and improvement costs.

RESTOULE DEER ASSISTANCE PROGRAM
Winter came early and lasted long this year - not a lot of snow but there were three major snow storms, heavy rains, floods and frost. Once again the deer fed all around the village, in groups ranging from as few as four to as many as thirty or more.
The frost and ice crust covered most of the natural deer feed, so we started to feed earlier than last year. We purchased 2.5 tons of feed, the first on Dec 22/07, the last on Feb 7/08, at a total cost of $1168. The price of feed went from $320/ton last year to $469/ton this year, due to the rising price of corn.
We thank the hunt clubs and individuals who support our program with their cash donations. A special thanks to Karen and Dann Bailey at Gerry’s General Store for half of the Big Buck pot, $406. If there are any groups currently not contributing who would like to do so, please contact Larry or Nevin.

TOPS (Take Off Pounds Sensibly)
2007 brought some changes to TOPS, one being the passing of Stella McVeety, one of the founding members, who is missed greatly.
TOPS members have had their ups and downs but we are an encouraging group of ladies who would like to see more people join to lose weight and be healthier. Over this past year we have continued to look after road cleanup twice a year; took part in the Santa Clause parade, attended a Spring Workshop and hosted an Open House luncheon where 19 ladies attended.
Our regular meetings are held every Tuesday morning from 9:30am to 10:30am at the Community Centre. A charge is taken to cover the hall rental and a yearly cost of $30.00 goes to TOPS Head Office to cover cost of programs and a magazine which is mailed to each member.

NEAR NORTH COMMUNITY CARE ACCESS CENTRE (NNCCAC)
This organization provides services for persons who, for health reasons, need assistance to manage in their own homes. Hospital staff or family doctors make most referrals. However, it is quite possible for a person handicapped by illness, infirmity, or injury to be overlooked.
The motto of NNCCAC is, “Making community health work for you.” If you feel that one of your family, yourself, or a neighbour is a candidate for such service, please telephone: NNCCAC, North Bay 476-2222
PATTERSON TOWNSHIP LOCAL ROADS BOARD
Winter maintenance of local roads continues to be one of our highest budget expenses. This past winter could run higher because of rain and ice storms. In a two-day period these storms put sand trucks in the ditch seven times and a tow truck once.
On this year’s annual road tour in April, we looked at rebuilding and resurfacing Hawthorne Drive from the bridge to just past the Post Office. We also looked at hard-surfacing one hill on Limberlost Point Road as well as one on Porters Landing Road. The village bridge passed recent inspection and is safe. There are culverts that need replacing if our budget will allow.

Sunday services are held at 11:15am at Restoule United Church and everyone is welcome. On the first Sunday of the month, please join us before worship at 10:30am for muffins and coffee and some friendly conversation.
Prayers go out to our Minister Stuart Walker and his family as they deal with little Emily’s illness.
We are proceeding into 2008 with a new project in mind. Our church windows are very old and need to be replaced to help with rising heating costs. Over the past year our reliable handymen have been busy with a much needed new sidewalk. There are new steps with handrail going up to the sanctuary. Our oil tank had to be replaced before we could receive oil for the winter. Many thanks to Monte Cotter, Gord Learn, Dean Gates and their helpers for many hours of work - it was greatly appreciated. We also have emergency lighting to be installed in the basement in the event of a power failure.
Last August’s annual Yard & Bake Sale was very successful. A silent auction was added with a lot of interest and success. Labour Day weekend saw a new fundraiser - country singer Terry Sumsion entertained a very appreciative crowd.
It is with great sadness that we report our small UCW group has lost yet another valuable lifetime member with the passing of Stella McVeety. Although numbers are dwindling, the group carries on. Last September we hosted the annual Walkathon as well as our Ladies Night, and in March the World Day of Prayer. These events were very well attended and enjoyed. We also send cards and call our shut-ins to let them know they are cared about and not alone.
To help with Church expenses, funds are raised through two bake sales on the July and August long weekends. We cater the Lions monthly dinner meetings and funeral lunches may be arranged when needed. None of these events could happen without the many volunteers and donations of baking from the community - THANKS to you all.

CORNER GOSPEL PENTECOSTAL CHURCH
Corner Gospel Church serves Restoule and surrounding communities. Everyone, please feel welcome to attend our services. Sundays until July:
- Sunday School for all ages at 9:45am
- Worship services at 11:00am, with Children’s Church for ages 3-9, and 6:30pm
In July our Sunday morning service time starts at 10:30am and we have special Sunday evening outdoor services at different homes throughout the rest of the summer.
Some happenings since our report last year - we celebrated with Don & Faye Poole their 50th wedding anniversary! Vernon Fry turned 80! We padded our church pews in the sanctuary (hopefully no one will fall asleep)! We have had our missionaries from Harare Zimbabwe share with us the work they do with the Village of Hope (taking care of AIDS orphans and needy children). We hosted an area wide hymn sing, alway well attended and enjoyed by all. In the fall we hosted a men’s breakfast and in the spring, a ladies’ retreat. Life and church are never dull. God is good!
Once again this summer we look forward to joining together with Restoule United and St.Albans Anglican churches for the special Canada Day Service (Sunday, June 29), and Vacation Bible School event (July 7-11 tentative).
It’s always great when we get together. I believe God looks down and smiles!

ST. ALBANS ANGLICAN CHURCH & ACW
St. Alban’s sign is missing! I heard they lost their priest! Have they closed?
Not even close! Our members decided, during the deep freeze of winter, to join with our sister church, St. Mary’s, in Powassan for our Sunday worship. You may have seen the car-pooling in front of the church on Sunday mornings. This has been a great time to meet with a larger group, who have welcomed us with open arms. These few months have cemented many new friendships. St Albans will be back and open this spring. Please watch our sign for service times.
We are actively looking for a new priest as John Lockyer has moved closer to his family down south. In the Anglican Church, this is a fairly long and involved process but we are currently being served by an interim from North Bay, The Rev. John Stennett. There will likely be another interim before we have decided who will become our new priest, probably in the fall.
ACW meets the first Wednesday of each month except July and August. Our focus is to raise money for missions at home and abroad. Community support of our bake tables at the Stuff & Such Sale and Christmas Bazaar is much appreciated. We tried something different at our last Christmas Bazaar luncheon. We waived the $4 charge for lunch and asked for a goodwill donation toward the new community Helipad and the jail ministry. We were surprised to collect more than if we had charged admission. Each year for both bake sale and bazaar, members get together at the Community Centre and make meat pies. There is a great demand for these.
In February, for the first time, our church hosted a “Coffee Klatch”, for newcomers in the area to meet the residents of Restoule. Refreshments were served and then everyone was asked to relate their connection to Restoule, how long they lived here, what brought them here and how they like it. Restoule is definitely a very unique village. We came away feeling very proud to be a part of it. The meeting was such a success, with 35 in attendance, we are going to continue the sessions. Watch for flyers at the Post Office, Gerry’s General Store and Community Centre. Come out and meet your neighbours - everyone is welcome, including the men.
We support the Powassan food bank, and we have a policy to automatically send money and/ or food immediately to any families in the area suffering an emergency. We support our Lay Pastoral Visitors financially so they can visit nursing homes and shut-ins in the area and take Holy Communion for those unable to attend the Communion services.

CEDAR GROVE CEMETERY
The Annual Meeting was held April 16. Trustees elected for the coming term are:
Ivan Grawbarger (Chair), Al Proctor (Sec-Treasurer), Hal Hamilton (Caretaker), Percy Lethbridge, and Betty Todoroff.
The Board is always interested in hearing ideas from residents on ways to improve the cemetery. Please contact any of the trustees with your ideas.
We are missing the talents of two past Board trustees who have left Restoule for new retirement locales. Best wishes and many thanks for their years of dedication to Nan Dreher and Glenn Brown.
Thank you to everyone who volunteered time and made donations towards maintaining and upgrading the cemetery grounds. Special thanks to Marg Grawbarger and the Firemen’s Auxiliary ladies for holding the Angels-In-Waiting pancake breakfast and to Shirley Hankinson for organizing the Tuesday afternoon euchre games. These two fundraisers really help our finances.
Our annual Grounds Maintenance Day is scheduled for Saturday, May 10 at 9:00am at the cemetery. All volunteers are welcome. Please bring your own equipment and bug guard!
